eTenders Case Study - Ireland
In conjunction with the Department of Finance in Dublin, Millstream has developed
and operates Ireland's national eProcurement portal. The portal has been extremely
successful and has helped to standardise tendering processes into one online system
for both purchasers and suppliers. It has engaged more suppliers in the Irish procurement
market and has been an effective tool for managing both high and low value contracts.
The portal delivers reliability and speed of response and is flexible in terms of
introducing new modules as and when the market requires. It operates in dual language,
provides essential information on legislation and regulations and is supported via
email and telephone by Millstream's dedicated support team.
Portal Statistics
- 2,700 active purchasers representing over 1,500 Public Authorities
- 30,500 active suppliers
- Average of 300 OJEU notices published per month
- Average of 300 below threshold notices published per month
- Over 95% of Ireland's OJEU notices are now published through the eTenders website
"eTenders displays all the opportunities input by awarding authorities as well as
capturing any additional notices advertised in the OJEU and the national press.
This offers suppliers, particularly S.M.E's much greater access to the marketplace,
as lower value tenders are as easy to access as larger ones. This, in turn, helps
stimulate local economies. We had resigned ourselves to a long drawn out and cumbersome
implementation process, but remarkably it only took two months and went really smoothly."
